WSJにはいろいろな人の意見が掲載されるので、Tobias Harris氏のようなリベラルの意見が掲載されても驚くには

Japan's Hollow Threat
Is blaming the exchange rate and energy policy for offshoring a round-about way to ask for freer trade?
Two other factors add to the sense of alarm. Manufacturers fret over Prime Minister Naoto Kan's foolish plan to
decommission all the country's nuclear power plants in the wake of the Fukushima disaster, taking some 25% of
generating capacity offline with no clear prospects for a replacement. Meanwhile, the record-strong yen (at around
77 to the dollar) is now well beyond exchange-rate projections most major companies built into their forecasts for
the year, threatening bad news when the next earnings season rolls around.
